CHIEF MASTER SERGEANT PATRICIA A. OTTINGER

Chief Master Sergeant Patricia A. Ottinger is the Chief, Military Personnel Manager for Headquarters, Delaware Air National Guard.  In her position, she serves as an advisor to Delaware National Guard senior leadership on all personnel issues impacting the Delaware Air National Guard.  As the personnel representative and liaison for Joint Force Headquarters, Chief Ottinger works closely with Army counterparts on joint/state missions and is responsible for the overall Force Management of the enlisted and officer force of the entire Delaware Air National Guard.  Directs and provides leadership and guidance for the successful career development of the enlisted and officer corp.

Chief Ottinger entered the Air Force in 1982 and served as a Ground Radio Maintenance Specialist.  She served for five years on active duty working on a variety of HF radio systems and performing various operational duties within her career field.  She was stationed in Osan Air Base, Korea, Prum Air Station, Germany and Bergstram Air Force Base, Texas.  Chief Ottinger participated in multiple exercises to include Cope Jade, Road Runner '87 and Operation Red Flag.  After a short term in the Individual Ready Reserve, Chief Ottinger rejoined the Air Force in 1988 as a reservist with the 913th Tactical Airlift Group, retraining into the Personnel Career Field where she served for over 19 years.  During her tenure, Chief Ottinger became the full time Wing Career Advisor and acting Military Personnel Superintendent until her transfer to the 514th Airlift Wing in 2007 due to BRAC.  She served as the Military Personnel Superintendent to a 3,000 personnel wing for seven months until she was selected to be the Military Personnel Superintendent for the 166th Airlift Wing.  She assumed her current position as the HQ Chief, Military Personnel Manager in 2013.
