History-making general in Delaware Air Guard retires

Talbert had just received the honorary rank of major general in the Delaware National Guard. Gen. Talbert, a rated command pilot with more than 6,500 flight hours, flew C-130 aircraft missions in Operation Desert Storm and was the 166th Airlift Wing commander in Operation Iraqi Freedom. During his 36-year career he became the first African-American colonel in the Delaware ANG and the first and only African-American general in the over 350-year history of the Delaware National Guard.
