DELAWARE AIR NATIONAL GUARD BASE, Del. -- The 166th Airlift Wing has a history of excellence in its enlisted leadership. That legacy continues as Chief Master Sergeant Robbin D. Moore assumes the responsibility of wing Command Chief from Chief Master Sergeant William J. Horay, Jr.
Both chief master sergeants represent historical “firsts” for the 166th AW.
In July, 2018 Chief Horay was the first active-duty Chief Master Sgt. to take on the role of a Command Chief within the National Guard while still on Active Duty. He previously served in the Air National Guard’s Senior Enlisted Leader Management Office, Joint Base Andrews, Maryland.
Chief Horay’s leadership demonstrated genuine care about his Airmen, putting service above self, and focusing on the importance of the Air Force’s core values.
"My time as the command chief at the 166 AW was more rewarding than I ever expected," said Horay. "The position provided me with an insight into the true nature of the ANG mission from an operational level and my network of resources enabled me to help airmen, both individually through relationships and as a whole through policy evaluation and change. I couldn't have asked for a better commander than Colonel Riner, thanks to the trust and confidence she had in me and I couldn't have asked for a better wing of airmen with whom to share this spectacular journey."
A native of Cincinnati, Ohio, Chief Master Sgt. Robbin D. Moore is the first minority female command chief for the 166th AW. CMSgt Moore was previously the 166th AW Force Support Squadron Superintendent, and most recently, the 166th Logistics Readiness Squadron Superintendent. Chief Moore is a doctoral candidate of Education, Organizational Leadership, from Wilmington University, New Castle, Delaware.
“What I want [Airmen] to remember most is to show up on time, do the work, exceed the expectations, be accountable and be a phenomenal Wingman,” said Moore in a message to the enlisted Airmen.
“Chief Moore brings an expansive service history, academic achievement, and well-rounded experience inside and outside of the military to the position,” said Col. Carla Riner, 166th Wing Commander. “We [were] very lucky as a Wing to have such exceptionally qualified Chiefs compete for the position."
Chief Horay is scheduled to begin his new role at the Pentagon as an adviser in the Air Force Office of Business Transformation in Washington D.C.
