Brig. Gen. Ernest Talbert, vice commander, Delaware Air National Guard, is pinned with a second star signifying the honorary rank of major general in the Delaware National Guard upon his retirement from the Delaware ANG in New Castle, Del. on Jan. 11, 2009. Gen. Talbert's wife Richelle and Delaware National Guard Adjutant General Maj. Gen. Francis Vavala perform the pinning on ceremony. Gen.
