Brigadier General Ernest G. Talbert, vice commander, Delaware Air National Guard. Gen. Talbert retired Jan. 11, 2009 after a 36-year career during which he broke many barriers. He was the first African-American to attain the rank of colonel in the Delaware ANG, the first African-American to become 166th Airlift Wing commander, and the first and only African-American general in the over 350-year history of the Delaware National Guard. Ernest Talbert, vice-commander, Delaware Air National Guard, his personal American flag during Gen. Talbert's retirement ceremony in New Castle, Del. on Jan. 11, 2009. Gen. Talbert had just received the honorary rank of major general in the Delaware National Guard. Gen. Talbert, a rated command pilot with more than 6,500 flight hours, flew C-130 aircraft missions in Operation Desert Storm and was the 166th Airlift Wing commander in Operation Iraqi Freedom.
